Richard Golinowski is Vice President and Airport Manager at Dulles International, which includes the Airport, Dulles Toll Road and Dulles International Airport Access Highway.  Prior to assuming this position in September 2021, he served as Vice President for Operations Support. He joined the Airports Authority in February 1995 and previously held management positions at Reagan National Airport for Resource Support, Engineering and Maintenance, and Airport Operations.  Prior to joining the Airports Authority, he worked as a consulting engineer and served as the manager of the facilities engineering group for his firm.  Mr. Golinowski is a graduate of Virginia Tech (B.S. Engineering, 1987) and is a registered Professional Engineer in the Commonwealth of Virginia.

Scott K. York joined the Committee for Dulles in 2019 as a member of the Board of Directors. He was appointed as Interim Executive Director in March of 2020, then appointed Executive Director in September. Prior to January 2016, he had dedicated the last twenty-four years to public service, serving on the Loudoun County Board of Supervisors for twenty years, the last sixteen those years as its Chairman. He also served for four years as the Sterling District Planning Commissioner. Under his leadership as Chairman, Loudoun County transformed into a premier location to live and work, becoming one of America’s economic development success stories

Keith W. Meurlin, Major General, USAF (retired)

 

Keith Meurlin has spent the last 51 years of his career in aviation in civilian and military roles.  This would include serving as an Air Force pilot and logistician rising to the rank of Major General, as well as Airport Manager of Dulles International Airport and President of the Washington Airports Task Force.

Keith served on active duty, in the Air National Guard and in the Air Force Reserves advancing to the highest rank a traditional reservist can achieve.  After his retirement from Washington Dulles International Airport, he returned to Active Duty serving as the acting Vice Commander of Air Force Material Command, Mobilization Assistant to the Assistant Secretary of the Air Force for Manpower and Reserve Affairs. General Meurlin concluded his career by establishing for the Secretary of Defense the office of Wounded Warrior Care and Transition Policy.  

Keith retired in 2005 after 28 years with the Metropolitan Washington Airports Authority, serving as Vice President and Airport Manager of Dulles Airport, for over 16 years.  He managed the airport through its most rapid period of growth successfully adding new passenger terminals, parking garages and quadrupling cargo facilities.  

Currently, Keith is President of the Washington Airports Task Force, a 501(C)(3) non- profit Virginia Corporation and has been devoted to bolstering aviation services in the Commonwealth of Virginia and the National Capital Region since 1982, with the objective of promoting job creation and economic growth.

Keith currently serves on the Loudoun Economic Development Advisory Commission, the Northern Virginia Transportation Alliance, Loudoun CEO Cabinet.
